Adobe flash player "Failed to initialize" problem

    Dell Dimension 4550 XP Pro SP3

So followed the instructions here:

which tells you to download and run the Adobe flash Uninstaller then empty the contents of the flash Folder by deleting all remaining files and folders located in the following directories. 

C:\Windows\system32\Macromed\Flash

%appdata%\Adobe\Flash Player

%appdata%\Macromedia\Flash Player

which I did manually then looked for the files below but they are not there:

Verify that the files “FlashPlayerCPLApp.cpl”, "FlashPlayerApp.exe", and "FlashPlayerInstaller.exe" in C:\Windows\system32\ (for 32-bit systems).

I then restarted and tried to install the latest flash player but same deal?
