Prevent Flash Player 11.7 Service From Being Installed

With Adobe Reader X and XI, you can add a row to the MSI Properties table that will prevent the Reader update service from being installed.

Is there a method to prevent the Flash player 11.7 update service from being installed through MSI Properties?

I understand how to use MMS.cfg to disable update, I am looking to compeltely prevent the service from being installed through the MSI or transform.
