Why does Flash Player Forces

Why does Flash Player force me to keep downloading it the new one 11.? each and every time even when more on a same day but everytime on different days also it pops on my i Heart Radio site and if I try not to download it because I already have it downloaded in my PC it will not allow me to play or hear my stations. This is really getting to be quite a nusnce plus I have it refuse to take down the pop up when I ignore having to repeat again to download it. Can I get help with this. I Heart Radio never does reply to any help requests. Over a year they have never replyed to any questions asked. Please advise, Thank You
