Flash player dowload not working

Flash player seems to download, but doesn't actually "work".

I have tried downloading flash player SEVERAL times to achieve the same result each time.  I begin download process, halfway through, it tells me to close out internet explorer and i do. The download process continues to 100%. I click finish. I attempt to watch a video on Youtube, for example, just to have it tell me to download flash player again. It's been quite frustrating...

 

I have windows 7, internet explorer, 64 bit.

I am having an idenical issue but I am using Firefox 17.0.1, windows 7,  32 bit
